The Outstaffing service enables business owners to retain full control over their staff, without the time consuming responsibilities of being the employer. When fully understood, Outstaffing becomes a business investment and cost saving freeing the business owner’s time to focus on their core business.
Outstaffing pledges to work with clients to increase business efficiency by providing a cost-effective business solution to the employment issue. We view our clients as business partners that have selected Outstaffing as a value added outside service to assist them in hiring and retaining their assistants, consultants and office staff. Our marketing objective is to attract well-informed clients using an education based approach to marketing. We do not sell Outstaffing , we provide information to prospective clients about their risks, liabilities and exposures and the Outstaffing service sells itself.

The primary objective is to assume the complexities, liabilities, risks and responsibilities associated with being the employer, thereby becoming our client’s ‘silent’ business partner.”

Personal Background

Phil Mauger, the founder and president of Outstaffing, Inc., has over 20 years experience in supporting the small business entrepreneur. Originally educated as a Data Processing professional, he spent over 10 years as a computer consultant before establishing his second consulting company (TRC, Inc) in the United States in 1993. Prior to founding TRC, Inc., he served as the National Consulting Manager for the world’s largest software company. In this capacity he consistently generated over $4,000,000 annual gross revenues.
Since moving to the USA in 1985 he has directly and indirectly employed several hundred consultants, single-handedly generating in excess of $30,000,000 gross revenues. As a computer consultant himself, he gained a unique perspective and understanding of the complex needs of independent contractors that move from state-to-state with little or no “employee” benefits.
TRC, Inc was founded with a passionate desire to offer an “employment” alternative to independent contractors and consultants. The vision was to offer independent contractors the human resource support they require to act as professional consultants. The objective was to provide the Federal/State tax compliance they need and the tax-advantaged health and retirement benefits they want and expect for their family.

Realizing the generic appeal of the “professional employer” service he looked for other vertical markets that could benefit from his expertise. Triggered by the strong position the IRS were taking on businesses incorrectly using independent contractors (W2 vs. 1099, IRS Section 1706), he researched the real estate industry and the liabilities faced by brokers and agents. In August 1997, he forged the first State REALTOR® Association business relationship with the Virginia Association of REALTORS®; the same month Outstaffing, Inc. was incorporated to directly support the real estate industry. Since it’s formation, Outstaffing has developed additional relationships with other State REALTOR® Associations nationwide.

Since incorporating TRC, Inc. in 1993 and the subsequent incorporation of Outstaffing, Inc. in 1997, he has employed thousands of real estate professionals, computer consultants, office managers and business owners. The companies have employed individuals in over twenty states coast-to-coast, servicing hundreds of diverse clients.
